PRELIMINARY
COUNT REPORT
POPULATION AND HOUSING CENSUS 2000
![]()
| 1. | The Population and Housing Census 2000 is the fourth Census implemented since the formation of Malaysia, the previous Censuses being conducted in the years 1970, 1980 and 1991. |
| 2. | The Population and Housing Census 2000 was carried out from 5th July 2000 till 20th July 2000. As soon as census enumeration ended, mopping-up exercises were carried out till the end of July 2000 to ascertain that persons not enumerated were covered. In Census 2000, all persons were enumerated according to their place of usual residence in Malaysia on Census Day that is 5th July 2000. A total of 54,086 Enumerators and 7,864 Supervisors were appointed to carry out Census 2000. |
| 3. | The information collected from Census 2000 is vital and is used in the planning of development programs, government policy making and is also used by the private sector to identify the feasibility of certain projects as well as market research. Institutes of higher learning also require this information for research on certain topics. In the era of the 'knowledge society', the general public will benefit from the usage of the Census information and increase their knowledge and expertise in carrying out their daily tasks. |
| 4. | The Population and Housing Census is implemented under the Census Act 1960. All individual information collected is CONFIDENTIAL. The statistics generated, released or published is in the form of aggregate data whereby individual information is not identified. |
| 5. | The Preliminary Count Report of the Population and Housing Census 2000 is the first report released as a result of the Census 2000 project. This report contains preliminary information on total population, number of households and number of living quarters for the whole of Malaysia by state and administrative districts. It must be emphasized that the data for Census 2000 presented in this report is based on summary counts made after field work operations and before computer processing of all census forms. |
| 6. | As in the previous censuses as well as based on experiences of other countries in the world, census taking is subject to under- enumeration. For the Population and Housing Census 2000, the figures given in this report are subject to an under-enumeration rate which will be obtained from the Census Coverage Assessment Survey which was carried out between 7 and 26 August 2000. Work to obtain the rate of difference is currently in progress. |
| 7. | The Census 2000 Preliminary Count shows a total population of 22.2 million whereby 11.2 million are males and 11.0 million females. This figure covers the total population including foreigners enumerated according to their place of usual residence in Malaysia during the Census. The total number of households is 4,910,921 and the total number of living quarters is 5,662,680. |
| 8. | The population growth rate for the whole of Malaysia had dropped slightly to an average rate of 2.60 per cent per annum for the period 1991 - 2000 compared with 2.64 per cent for the period 1980 - 1991. |
| 9. | The most rapid population increase for the period 1991 - 2000 is for the state of Selangor (6.02 per cent per annum) and Sabah (3.83 per cent per annum). For the state of Selangor, this rapid increase in population is due to development and the vast advancement of industries as well as the increase in housing areas and in-migrants from other states. Meanwhile, the increase in population in Sabah is largely due to the in-migration of foreigners which has been controlled. |
| 10. | The sex ratio comparison (number of males per 100 females) in Census 2000 with the previous Census reflects a sex ratio trend that has increased for states with more development programs such as Johor, Selangor and Negeri Sembilan. This trend shows a tendency of the male population moving to these states to take advantage of job opportunities created there. In Census 2000, the sex ratio for the whole of Malaysia is 102 males per 100 females. |
| 11. | The household size shows a downward trend. Census 2000 shows an average number of 4.52 compared with 4.92 in Census 1991. The states of Sabah, Kelantan and Terengganu, still show a large household size due to the high fertility rates in these states. |
| 12. | Although this Preliminary Count Report contains preliminary information and is limited in its contents as well as subject to under-enumeration, nevertheless it's publication is vital as the statistics can be used in the analysis of the latest population and housing distribution by state and district. |
| 13. | The information from Census 2000 questionnaires is being processed by computer and a large proportion will be used as input for the Eighth Malaysia Plan. Detailed data on population such as ethnic group, age, sex, religion, educational level, occupation, migration as well as household and living quarters characteristics will be released in stages subsequently. |

![]()

This publication,
"Preliminary Count Report For Urban and Rural Areas" represents
the second publication based on information collected in the 2000
Population and Housing Census of Malaysia. The first report entitled
"Preliminary Count Report" showed the total counts of living
quarters, households and population at the state and administrative
district levels.
The release of this publication is a continuous effort to meet user needs
for data at the various sub-national levels. The type of information
contained in this report is similar to that which appeared in the first
publication but with a further breakdown into urban and rural areas.
Population counts for Local Authority Areas are also included. Like the
first report, the figures contained in this publication are preliminary
and are based on the summary count made immediately after the field
operations.
The final and more detailed information on demographic and social
characteristics for urban and rural areas will be published in subsequent
reports as soon as the census questionnaires have been processed by
computer.
