Di Seminar Masalah Dadah Dan Pencegahan Anjuran Rotary Club Sandakan
Pada 5hb. April, 1997 - Jam 9:00 Pagi
Bertempat Di Ballroom Hotel Renaissance, Sandakan

1.         First of all i wish to register a very big thank you to dr. Sylvester tan, president of rotary club sandakan and his organising committee members for giving me the honour to be here to officiate at this seminar, on drug abuse and prevention - a seminar which i feel is most timely in view of the prevailing social problems in our midst.

2.         I also wish to congratulate the rotary club of sandakan for their proactive role to assist the government and its agencies in their efforts to combat social ills, especially drug abuse among the youths and school children.

3.         Such an approach is most commendable considering the fact that you are all very busy people yet inspite of it all you have come forward and sacrificed not only your valuable time but also financed through your own resourcefulness a programme that is most meaningful:-

            meaningful in that it is timely,
            meaningful in that you care, and
            meaningful in that there is a willingness in society to share the burden with the government and its agencies in its efforts to lead society, especially those in need of the way to a clear, healthy and harmonious life, in this context free of dadah.

For this i am most grateful and i am extremely happy to be associated with you and this seminar.

4.         Drug problem has existed for generations.  Initially in our country the problem was opium which was mostly consumed by the elderly especially the indentured workers from china.  It was then considered not serious as this group was seen as a dying breed.   But as time went by, more sophisticated drugs such as heroin, cocaine, murphine, hallucinogens, marijuana or ganja as it is called here and others made their way into our shores and consumed mostly by the younger generations including young school children, government proclaimed, in 1983, that dadah is one of the serious threats to national security.

5.         Such a proclamation was considered necessary as statistic showed that majority of the addicts were under 40 years of age - a group that should be in their prime and productive life but wasted because of addiction.  And today our youths are being assaulted by not only those dadah i have mentioned earlier but also estacy pills and syabu being the latest.  Both estacy pills and syabu are street names ingeniusly coined by unscrupulous producers to escape from the banned list of prohibitive drugs.  But efforts are being made to analyse their composition and i would not be surprised they fall into the banned list judging from the physical symptoms exhibited by their takers.

6.         Although the dadah menace in our country is under controlled, we cannot be complacent.  The continuing efforts that is the efforts of the government and the complementary and supplementary role of the ngos must not only be maintained but improved with new strategies in order to free our country and its people of the manace of dadah.  In this context i strongly urge every sector, especially the ngos, teachers and pibgs who have the advantage of flexibility, to be bold enough to have a padigm shift and come up with programmes that are family-centred with special focus on instilling, inculcating and nurturing caring and responsible values.  Such holistic approach vis-a-vis the purgative approach will definitely and ultimately create the perfect family.

7.         The perfect family is not measured by its physical composition but rather on how much quality time they spend with one another.  How they care for each other interest and how much interaction amongst the family members.  As the family is a unit of society, we must concentrate on producing the perfect families so that in time their numbers, their exemplary roles and actions will overcome and overshadow the evils of society.

8.         Anda adalah cahaya mata ibu bapa dan harapan mereka.  Anda juga merupakan bunga masyarakat dan lunas bakal tulang belakang negara.  Ibu bapa anda telah mengasuh anda semasa bayi lagi tanpa mengira titik peluh dan masa apabila anda jatuh sakit.  Para guru telah memberi bukan sahaja ilmu pengetahuan tetapi juga contoh-contoh tauladan.  Usaha-usaha dan pengorbanan mereka adalah untuk kebaikan dan kehidupan anda kelak.  Jika anda adalah cahaya mata ibu bapa dan bunga masyarakat hari ini, kenapa pula ada yang sanggup menjadi duri masyarakat?

9.         Kita sedia maklum, ramai penagih dadah terdiri daripada mereka yang berusia belasan tahun seperti anda dan mereka yang di bawah 40 tahun umur.   Pada tahun 1996 terdapat seramai 626 penagih dadah di sabah sahaja dan namun bilangan pelajar-pelajar yang dilaporkan terlibat adalah kecil kita perlu mengambil tindakan yang radikal memandangkan masalah dadah tidak hanya merupakan masalah sosial atau kejiranan semata-mata tetapi dianggap sebagai musuh masyarakat yang akan menggugat keselamatan negara jika tidak dibendung.

10.        Oleh yang demikian nasihat saya kepada anda dan semua para pelajar samada berpeluang hadir atau tidak supaya bukan sahaja mengambil berat nasihat-nasihat baik ibu bapa, para guru dan mereka yang berpengalaman serta menghormati mereka.  Dengan perbuatan demikian saya yakin anda dapat menabahkan diri dan dapat memperolehi keyakinan untuk menghadapi segala cabaran khususnya ancaman dadah.

11.        Sejak beberapa bulan kebelakangan ini, banyak yang telah diperkatakan mengenai kegiatan-kegiatan jenayah dan aktiviti-aktiviti tidak sihat yang dilakukan oleh kaum remaja dan penuntut-penuntut sekolah di seluruh negara, yang mana ini telah menyebabkan semua orang begitu bimbang tentang masa depan generasi muda dan pelajar-pelajar kita.   Tetapi hanya pada hari isnin yang lalu berita tentang keputusan peperiksaan sijil pelajaran malaysia (spm) tahun lalu telah disiarkan dan ini telah memberikan kita sedikit harapan oleh kerana keputusan ini merupakan yang terbaik jika dibandingkan dengan tahun-tahun yang lalu, bukan sahaja dari segi pertambahan jumlah murid yang lulus tetapi juga bilangan murid yang telah mendapat gred yang amat baik telah meningkat.  Mereka yang telah mendapat keputusan peperiksaan cemerlang ini haruslah diberikan ucapan tahniah.  Ini juga boleh memberi kesedaran kepada kita bahawa murid-murid sekolah boleh memilih untuk menjauhkan diri mereka daripada dadah dan juga mengelakkan daripada melakukan kegiatan-kegiatan jenayah serta aktiviti-aktiviti yang tidak sihat dan mereka ini sebenarnya mempunyai masa depan yang cerah.

12.        Saya faham bahawa tidak semua para pelajar dan golongan muda yang dapat menghadiri seminar ini.  Oleh itu saya berharap bahawa para peserta seminar ini dapat memberi tunjuk ajar kepada mereka apa yang anda sekalian akan pelajari melalui seminar ini.  Anda sekalian harus juga berusaha untuk menyampaikan mesej kepada mereka bahawa masa depan itu adalah bilik generasi muda dan oleh itu mereka mestilah menjauhkan diri daripada dadah.

13.        I am most happy to note that you have always answered the call and rallied behind the government in any situations, be it natural disasters as was demonstrated in the recent storm code name greg - or addressing social problems, in your own ways and fashion.  Whilst such practice is effective in certain time and situation, it has also created problems - the problem of sharing valuable and limited resources.   I feel the time has come for us to join hands to have plans that are transparent to each other so that, whilst preserving our own identity, each programme synergizes the next and serves as a continium between agencies or societies in line with the concept of integrated approach - or "permuafakatan".  Konsep permuafakatan has been advocated and adopted by the government not only for the optimum utilization of limited resources and promoting inter agencies or inter societies co-operation but also feels that it is more effective in combating social ills and dadah problems per se.

14.        Although this is a one day seminar, working papers by such personalities such as datuk lee lam thye who is considered a doyen in ngos, will i am sure provide apportunities to all of us present here to have a new insight of the drug problems and the knowledge to formulating more effective programmes to make our country and its people free from dadah.

15.        Sebelum saya mengakhiri ucapan saya, saya selaku menteri bertanggungjawab atas hal ehwal sosial, merayulah kepada para guru-guru, ahli-ahli pibagu (pibg), para ibu bapa serta murid-murid agar mengambil peluang keemasan ini dan menyertai seminar ini dengan aktif dan seterusnya mengambil tindakan-tindakan susulan untuk membanteras masalah dadah.

16.        Akhirnya saya  sekali lagi ingin mengucapkan ribuan terima kasih kepada rotary club sandakan kerana telah memberi penghormatan kepada saya dan diucapkan tahniah kerana telah tampil ke hadapan dengan sumbangan ini untuk membanteras penyakit sosial yang sedang melanda muda-mudi kita.

17.        Dengan itu, saya dengan sukacitanya mengistiharkan seminar sehari ini dibuka dengan rasminya. "hidup tanpa dadah".  Sekian, salam hormat.
